Add all blini ingredients into a blender, and blend until combined.
Heat skillet over medium high. Set aside a plate lined with a paper towel. Add 1 tbsp butter to the skillet and rotate it around to coat the bottom of the pan. Drop 1 tbsp sized scoops of blini batter into the skillet. Cook until bubbles form, about 2 minutes. Flip and cook another 1 minute. Remove from skillet and transfer to the lined plate to help absorb excess butter. Repeat for the rest of the batter.
Top the cooled blini with about 1/2 tsp of cream cheese. Top with desired about of caviar and sprinkle some dried dill on top. Enjoy!
